Fox News reports a deal in which foreign investors will build a mostly-free city: http://www.foxnews.c...xes-government/. Lots of caveats, but it can't be any sillier than those perennial plans to take over New Hampshire.

This goes back to the 1970s when some libertarians were advocating much the same thing.

It is doable, though security is a concern, both the obvious physical security see my post on RoR here, but also the security of your investment, as noted above. Also on RoR, the "blast from the past" sign-out was about Kelo v. New London. If an American city can seize your property, surely much less would stop the national government of Honduras. Again, it might be done.

But, as noted with the New Hampshire Free State project, the outcome is not easily predicted.
