Peirce. http://en.wikipedia.org/wiki/Abductive_reasoningAbduction is closer to Newton's rules for natural philosophy than the usual enumerative induction. It is at the heart of what I would call scientific induction which is the only way we have of getting past a finite collection of facts to a set of principles, causes and explanations.
