To see the doctrinal bases of deception in Islam, you might want to read this:

Would you buy a used camel from Achmed bin Fibber? Or make a peace treaty with him?

I think an equally good case could be made for the Tanakh and Talmud and deception, the Holy Bible and deception, the Book of Mormon and deception, the Śruti and deception, the Theravada and deception, the Daozang and deception, the Satanic Bible and deception, Dianetics and deception, hell, even The Secret and deception.

Islam is the world's second largest religion. That's a lot of people to brand as deceivers as opposed to the non-deceivers in the rest of the world.

I don't buy it.

But life sure is easy when oversimplification reigns supreme. You don't have to think.

I'm moving this thread to the Mideast section

I'm aware that there is a doctrine of taqiyya in Shi'a Islam—with a fairly narrow scope.

I don't see the point in making a big deal out of it.

Some Muslims tell lies to advance their political ends—especially when these political ends don't pass the smell test.

I haven't noticed that lying for political purposes is concentrated within one religion, or, for that matter, associated with religion at all. Atheists can lie for political purposes, too.

Let's put it this way:

Do we consider Mahmoud Ahmadinejad's public statements to be lies because he is

• a fervent Shi'ite Muslim?

or

• a ruthless, power-grabbing politician?

He happens to be both.

But in order to conclude that he is lying, we need only recognize that he is

• a ruthless, power-grabbing politician.

Sad truth: Just about everyone will lie when the pressure is on them.

However no True Scotsman will lie, even if it means losing his haggis.
