The fact that Rome did not maintain its empire by force of arms alone is no proof that its rule was benign. As thinkers as diverse as Étienne de la La Boétie, David Hume, Mahatma Gandhi, Ayn Rand, and Murray Rothbard have pointed out, no government, no matter how tyrannical, maintains its power by force of arms alone. The ruled always greatly outnumber the rulers, and so government depends essentially on the acquiescence of the populace.
