The overlap is 100% from the perspective of each. In a household Dad rule (tyranny) is the usual case. He governs. Government (tyranny) changes its forms as the human conglomerations increase.Government is. Tyranny is. There's no getting rid of it. If you don't want one form change it or move or do what you can.
