The role of government is to protect its citizens from rights' violation out of foreign and domestic threats. All real property is privately owned save for public property which is held in defacto trust for the private property holders--the citizens. Ipso  facto, the government  controls who gets in. Hence, sovereignty. Or, no trespassing.

The logical conclusion of Binswanger's view is that Israel could repel an invading Islamic army but is morally obligated to allow in millions of immigrants even if they would vote Israel out of existence.  However Binswanger, for some reason, doesn't apply his open borders nonsense to Israel.
