Quote General Instructions for Forms 1094-B and 1095-B Purpose of Form Form 1095-B is used to report certain information to the IRS and to taxpayers about individuals who are covered by minimum essential coverage and therefore aren't liable for the individual shared responsibility payment. Quote Minimum essential coverage includes government-sponsored programs, eligible employer-sponsored plans, individual market plans, and other coverage the Department of Health and Human Services designates as minimum essential coverage. Being an AARP Tax Aide volunteer, I have seen several 1095-Bs received by others. 1095-Bs are issued by people or organizations who provide health insurance for other people. Most or all would be an employer, insurance company, union, etc. For the recipient/insured it shows that he/she had minimum essential coverage for the entire year or specified months during the year. The recipient/insured could be indirectly related to the provider, such as being a spouse or dependent of another person. The recipient doesn't need to understand in any detail what minimum essential coverage is. The issuer does. The phrase "individual shared responsibility" is a glossy term the Obamacare authors created to mask their use of coercion. An "individual shared responsibility payment" is a penalty and a tax, regardless of Chief Justice John Roberts' well-known double-speak (link). There are several exemptions from it.
