We all can control our brainwaves by volition. Interfacing to the external world is another question. That is technologically conditioned in extreme cases. Google <bio-feedback>. The real heroism is staying sane while suffering from a "locked in" condition. I would fail the test (I am fairly sure). If I had ALS, I would kill myself before I lost control over my limbs.
