Peter, I learned a lesson from a government-sponsored music festival I administrated years ago (Aldo Parisot Cello Festival in Campos Do Jordão). When we were negotiating for budget money, one of the people involved told me DO NOT say what you want for real. Get a little bit approved, then go in with your elbows and open it all up.
