Yaron Brook on the internment of Japanese Americans during WWII

Go to this YouTube segment:  https://www.youtube.com/watch?v=bI6UCs1xzKk&feature=youtu.be  and listen to what he says at 2:20. Did I hear right? Did Yaron describe Executive Order 9066 which authorized the internment of more than 110,000 Americans of Japanese descent, both 1st, 2nd and 3rd generation, as "legitimate"?

It was done for "lack of knowledge in an emergency situation" about people who may still have had strong feelings for the place of their grandparent's birth.  In Hawaii, where around 60 percent of the people are of Japanese descent, there was no internment. Pictures of the internment make me cringe. I am So sorry Ensign Sulu of the original Star Trek series. He was in a camp as a little boy, if I remember correctly.
