The poor guy seems to be addressing the wrong court and the judge seems to be pretty dumb--so far--but it's hard to hear him. You can come up with all kinds of things that might throw a stick into the spokes of "justice", but if you're successful the law and the courts will soon adapt. In Arizona if you contest a traffic citation you'll be railroaded into a conviction. (The officer who wrote the ticket won't even be there to be subject to cross-examination.)
