There has to be a willingness to bu a first of all and there has to be a good or service offered for sale for which there is a willingness to be. In the case of a good there has to be the means of producing and transporting it, and for a service there has to be someone who is able to do the service and is willing to perform it. Merely waving money or trade goods around is not sufficient. The producers must exist and be willing to produce before the customer can buy anything.
