NYC uses a lot of steam heating of this type. At least in Manhattan.

The steam is a by product of the way the steam turbines that produce electric poiwer work. The input steam to the turbines is superheated steam. The exhaust steam is hot enough to pipe into building to heat the radiators. That type of steam bonus.
